Freedom of movement

The EU lists Latvia among the Schengen area countries. EU law says Member States let Union citizens enter with a valid identity card or passport and may impose no entry visa on them; the EEA Agreement extends this to nationals of the EFTA States, and the EU–Swiss free movement agreement lets Swiss nationals enter on a valid identity card or passport without an entry visa. Nationals of the countries listed in Annex II of Regulation (EU) 2018/1806 are exempt from the visa requirement for stays of no more than 90 days in any 180-day period, and nationals of the countries listed in Annex I must hold a visa; ETIAS is currently not in operation. Latvia's Foreign Ministry lists a short-stay visa fee of €90 for applicants aged 12 and older, and €35 for nationals of the countries with which the EU has concluded visa facilitation agreements. Under Latvia's Cabinet Regulation No. 123, which loses force on 1 January 2027, Russian citizens may be allowed to enter across Latvia's external border only in the cases it lists, among them holders of a Latvian, EU, EEA or Swiss residence permit or a Schengen long-stay visa, and holders of a Visa Code visa who are family members of Latvian or EU citizens or whose entry is linked to humanitarian considerations.

  4. Passport validity

Latvia's State Border Guard says a third-country national's travel document is valid for crossing the Schengen external borders if its validity extends at least three months after the intended date of departure from the territory of the Member States and it was issued within the previous 10 years.

  5. Proof of funds

Latvia's Foreign Ministry sets adequate means of subsistence for a foreign national entering Latvia with or without a visa at no less than €14 for each day of stay if the intended stay in Latvia does not exceed 30 days, and not less than €780 (the minimum monthly wage in Latvia) if it exceeds 30 days.

  6. Travel insurance

The Visa Code requires applicants for a uniform visa for one or two entries to prove that they hold adequate and valid travel medical insurance, valid throughout the territory of the Member States for the entire intended stay, with minimum coverage of €30,000. Latvia's Foreign Ministry says that at the Schengen external border persons may be requested to present additional proof that they fulfil the entry conditions, e.g. a travel insurance policy.
